Regional Board staff has developed the following comments on these documents. <br /> Investigation Work Plan <br /> 1. The stated purpose of the Investigation Work Plan is to "outline a process to validate that <br /> underground storage tanks (USTs)previously used by Morton Paint (Morton)were removed during <br /> demolition in 1982." In order to understand why this is necessary some background information is <br /> needed. <br /> The Investigation Work Plan also states as background information, "Morton Paint operated a paint <br /> manufacturing, storage and retail sale business at the Site from 1966 to 1982. In September 1981, <br /> the Agency leased the property back to Morton Until August 31, 1982. The Site was transferred to <br /> the City of Stockton Redevelopment Agency on September 17, 1981. Alco Industries, Inc (Alco) <br /> acquired Morton in October 1984." <br /> Paint manufacturers routinely use pigments, solvents,resins, and additives that include emulsions, <br /> bactericides, fungicides, and defoamers and surfactants that can become pollutants when released to <br /> the environment.
