Duncan Austin, Site File • - 6 - • 11/3/2005
Former Morton Paint Manufacturing Site
Stockton, San Joaquin County
site. In its rationale the Redevelopment Agency cited residential standards derived from risk
evaluations. The pollution that remains after cleanup cannot pose a threat to water quality. The
screening level to accomplish this requirement for total petroleum hydrocarbons in soil is
100 milligrams per kilogram, not 1,000 mg/kg as proposed. Using the figures contained in the Soil
Field Screening Letter, 100mg/kg would require a PID reading of no greater than 50 ppm.
Therefore, the Redevelopment Agency's proposal to leave pollution at 1,000 mg/kg is not
acceptable.
