PHASE H ENVIRONMENTAL <br /> SITE ASSESSMENT REPORT <br /> MULTI-MODAL STATION <br /> "SIX-BLOCK PROJECT" <br /> STOCKTON, SAN JOAQUIN COUNTY,CALIFORNIA <br /> January 13,2002 <br /> 1.0 INTRODUCTION <br /> Condor Earth Technologies, Inc (Condor) performed a Phase II Environmental Site Assessment (ESA) <br /> for the properties incorporated by the Stockton Multi-Modal Station/Shopping Center located in the six <br /> blocks bounded by East Miner Avenue (north), North Stanislaus Street (west), East Weber Avenue <br /> (south), and the Union Pacific Railroad right-of-way(east) (Figure 1 and 2, Appendix A) The work was <br /> performed for the City of Stockton, Department of Housing and Redevelopment(DHR) <br /> These same properties were the subject of the Phase I Environmental Site Assessment Report, Multi- <br /> Modal Station/Shopping Center, "Sax-Block" Project, prepared by Condor dated May 31, 2001 (Phase I <br /> ESA) Recognized Environmental Conditions (RECs) and the Historically Recognized Environmental <br /> Conditions (HRECs) were found during the Phase I ESA These RECs and HRECs were investigated in <br /> greater detail during the Phase II ESA The scope of work included a cone penetration test (CPT) <br /> investigation, a limited ground penetrating radar (GPR) investigation, a Geoprobe investigation, and <br /> additional work performed in response to encountered site conditions CPT borings were installed around <br /> the site in the public right-of-way to obtain lithologic information regarding the site, especially aquifers <br /> . and aquitards The GPR investigation was performed to gamer additional information pertaining to <br /> subsurface conditions at proposed boring locations on selected private properties within the site The <br /> Geoprobe investigation was designed to help delineate the possible locations and extent of soil and <br /> groundwater contamination Additionally, the businesses on parcels without previously identified RECs <br /> or HRECs were further reviewed to investigate past handling practices of hazardous materials and wastes <br /> The Phase II ESA fieldwork was performed between May 13 and September 16, 2002 <br /> 2.0 PROJECT BACKGROUND <br /> The Phase I ESA completed by Condor in May 2001 revealed evidence of RECs and HRECs related to <br /> the site properties and the adjacent properties (Figure 3, Appendix A) <br /> Three RECs were identified on the site properties <br /> • San Joaquin County Environmental Health Department (EHD) records indicated ten underground <br /> storage tanks (USTs) were present at the former Stockton Metropolitan Transit District facility at 730 <br /> E Channel Street (145 N Grant Street) in 1985 Two USTs were reportedly removed in 1987, but no <br /> additional information regarding the remaining eight USTs was observed in the EHD records The <br /> existence of USTs on-site,both past and present, represents a potential risk to soil and groundwater <br /> • A gas station was listed in the City Directories at 802 E Miner Avenue in 1940 The current address <br /> for this property is 808 E Miner Avenue No further information regarding the gas station or possible <br /> UST removal was found The existence of USTs on-site, both past and present, represents a potential <br /> risk to soil and groundwater <br /> • A current groundwater investigation north of the site across Miner Avenue at 308 N Grant Street <br /> • indicates high concentrations of contaminants in the groundwater at this property The possible <br /> migration of these contaminants to the groundwater beneath the site constitutes a potential risk <br /> 1 <br /> %0 CONDOR <br />
