c3 <br /> used petroleum products including gasoline, diesel, motor oil, crank case oil, gear oil, gear lube, and <br /> t ' grease They also may have used solvents and parts washers Auto body shops many times use paints and <br /> " solvents How these solvents were disposed of in the area in the past is unclear As well, there are <br /> underground storage tanks in the area Some tanks are better documented than others, but these tanks <br /> may provide potential sources of large volumes of contaminants Therefore, the area is at some degree of <br /> risk for widespread contamination if these hazardous materials came into contact with groundwater and <br /> have been mobilized and transported <br /> CONCLUSIONS <br /> The Phase I ESA was performed in accordance with the guidelines set forth in Practice E 1527-00, <br /> Standard Practice for Environmental Site Assessments Phase I Environmental Site Assessment Process, <br /> published in July 2000 by the ASTM, and in accordance with the prevailing standard of care for <br /> completing such assessments in California at this time This assessment with noted limitations has <br /> revealed evidence of three recognized environmental conditions and two historical recognized <br /> environmental conditions as defined in ASTM Practice E 1527 <br /> While the area that this Phase I ESA was conducted in did include a large number of former residential <br /> units, there was still enough mixed commercial and light industrial use to warrant concern Of special <br /> concern are businesses like auto repair shops, auto body shops, and service stations, some with <br /> underground storage tanks that may have had large quantities of hazardous materials or waste that could <br /> be potential sources of contamination Our approach in evaluating this area is to start with the largest <br /> environmental concerns and to work towards the smallest On the large end of the scale would be <br /> potential source of contaminants that, if released and discovered, could achieve the status of a site with <br /> extensive groundwater contamination on an area large enough to affect several parcels We believe the <br /> 1 chances of a site of this magnitude are unlikely Next on the,scale would be those sites that can contribute <br /> . to large scale and costly groundwater remediation issues There are potentially three to ten properties that <br /> could have had a large enough source and composition of materials to have produced widespread negative <br /> impacts to groundwater On the small end of the scale would be the historical handling of common auto- <br /> maintenance materials like motor oil removed from vehicles and disposed of in the back of even a <br /> residential yard Taken on a whole, it is difficult to believe this area doesn't have some degree of <br /> environmental concern The Redevelopment Agency of the City of Stockton must determine to what <br /> degree to pursue further investigation to ascertain the potential environmental impacts and resulting costs <br /> of any cleanups <br /> DEVIATIONS <br /> Due to the large number of parcels included in this Phase I ESA, as well as the challenges of meeting with <br /> property owners exhibiting varying degrees of cooperation, not all sites were as thoroughly investigated <br /> as is normal for a Phase I ESA conducted on a single parcel with a willing owner Not all owners were <br /> interviewed nor were all business managers of the properties that were entered fully interviewed No <br /> destructive testing was done and only areas that owners voluntarily showed us were observed <br /> 1« <br /> LIMITATIONS TO EXECUTIVE SUMMARY <br /> This executive summary should only be read in conjunction with the full report text All terminology is <br /> s defined in the Glossary of Terms and Acronyms in Appendix G The scope of work, significant <br /> assumptions, limitations, and exceptions should be understood prior to reading the site-specific <br /> information, findings, opinions, and conclusions Specific limitations of this assessment include the <br /> following <br /> `x • No title searches were performed <br /> • Limited interior inspections were performed of commercial structures on site properties for which <br /> site access had been granted by the property owners <br /> • No interviews were conducted with previous property owners <br /> IV <br /> iJ CONDOR <br />
