An unmarked drum of oily liquid and an unmarked drum of used absorbent were stored outside next <br />to the main shop without first determining hazardous properties. Any person who generates a waste <br />shall determine if the waste is a hazardous waste. Immediately make a hazardous waste determination <br />for the oily liquid and contaminated absorbent and manage it according the Title 22 hazardous waste <br />regulations. Submit a statement and supporting documentation explaining how this waste was managed <br />by 8-14-11. Minor -Notice to Comply. <br />11. There is oily debris and dark oil stains on the floor near the used oil drums and oil pans. Facilities <br />shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br />waste to air, soil, or surface water which could threaten human health or the environment. Immediately <br />clean up the dark oil stains and oily debris, and manage according to Title 22 hazardous waste <br />regulations. Submit a statement and supporting documentation explaining how this waste was managed <br />by 8-14-11. Minor -Notice to Comply. <br />23. Bills of lading for the recycling of used oil filters for the last three years were not found on site. A <br />copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all <br />bills of lading for used oil filters for the last three years, maintain them on site, and submit copies to the <br />EHD by 8-14-11. Minor -Notice to Comply. <br />60 & 63. Copies of hazardous waste disposal records for used oil were not found on site for 2008, 2009, <br />and 2010. Hazardous waste generators shall retain copies of all manifests signed off by the disposal <br />facility and all receipts used in a consolidated manifesting procedure on site for three years and have <br />them readily available for review. Immediately locate a copy of all manifests and receipts for the last <br />three years, maintain them on site, and submit copies to the EHD by 8-13-11. Minor -Notice to Comply. <br />79. Two universal waste lamps(UW) were left outside on a table behind the main shop. A UW handler <br />shall contain any lamp in a container or package that is structurally sound, adequate to prevent <br />breakage, and compatible with the contents of the lamp. Such a container or package shall remain <br />closed and shall lack evidence of leakage, spillage or damage that could cause leakage under <br />reasonably foreseeable conditions. Correct immediately by implementing the practice properly storing <br />UW lamps. Minor -Notice to Comply. <br />83. Two unlabeled universal waste lamps(UW) were left outside on a table behind the main shop.
