AND DONALD LAWLEY CO.,INC. <br />AUGUST 30, 1995 <br />BY DOUG WILSON, SUPERVISING REHS <br />ROBERT MCCLELLON, SENIOR REHS <br />INSPECTION: <br />An inspection was made of the above facility in order to determine compliance with <br />hazardous waste laws. Photos were taken as each violation was noted and recorded on <br />the photo log. The inspection started on the east side of the truck yard around the <br />perimeter of the site and ended in the shop area. <br />One 55 gallon drum was observed which was not closed and was not labeled. The <br />drum appeared to be full of a hydrocarbon mixture of oil and gas. To the east of this <br />location near the corner of the fence a small dumpster was located, Marked "Mr. <br />Trucker," which contained floor sweeping contaminated with oil and fuel(photos 1,2). <br />To the south of this area was located a used lead acid battery and evidence of hazardous <br />materials spillage to the ground (photo 3). An additional pallet of old lead acid batteries <br />were located just south of this location (photo 4). In the immediate area a illegal burn <br />barrel was located. A metal cover was evident and burned debris, papers and other <br />materials, which had evidence of recent burning (photo 5,6). To the south end of the <br />yard an additional unlabeled and partially full 55 gallon drum was located (photo 7). <br />We continued on to the storm pond area, no evidence of oil sheens or other evidence of <br />contamination was noted of any water in to pond, but a pump was found located to the <br />southern end of the pond which discharges to the Duck Creek (Photo 8,9). We <br />continued on to the north along the fence line and noted that there were 55 gallon <br />drums which were unlabeled, containing unknown liquids (photo 10). In this immediate <br />area were located backhoes and other earth moving equipment, this area did not appear <br />to be asphalted and oil stains and spills were evident throughout this area (photos <br />11,12). A palette of used lead acid batteries was found in this are near the fence line <br />(photos 13,14). In this immediate area was located a wooden pallet of assorted <br />hazardous materials containers and leakage was evident running off the pallet (photo 15). <br />We continued our inspection to the south side of the shop area.
