Mr. Hernadez that sand blast waste must be characterize prior to disposal in order to
determine that it does not contain metals such as lead. I asked about the solvents and
other hazardous wastes which are generated at the site. Mr. Hernadez stated that "Safety
-Klean" picks up all the solvents, and that the waste oil and filters were picked up by
waste oil haulers such as "Evergreen" or "Ramos." Mr. Lawley was asked for copies of
the recent manifests from the site and Mr. Lawley produced copies of manifests from
Evergreen Environmental Services, Ramos Environmental Services, and Safety-Klean
Corp.(see attached). The two manifests from Evergreen Environmental for 450 gallons of
waste oil on November 8,1994 and 500 gallons on May 24, 1995 and therefor greater
than 90 days between pickups. Mr. Lawley was informed of the violation and that he
should schedule his pickup in less than a 90 day period in order to prevent the violation
from reoccurring. I asked who they used to pick up the used lead acid batteries at the
site. Mr. Hernadez and Lawley confirmed that they had "someone," a recycler, come
around and pick up the batteries for which they were given money. They indicated that
the recycler did not come around on a scheduled basis. I asked about the waste oil
contaminated floor sweepings which I had observed in the trash containers. Mr.
Hernadez stated that they had always disposed of the floor sweepings in the dumpster. I
informed Mr. Lawley and Hernadez of the violation and that the sweepings would have
to be removed from the dumpster and trash containers and handled as hazardous waste.
I informed Mr. Lawley about the numerous violations located thoughout the yard of
batteries, unlabled containters, and spillage. Mr. Lawley stated that Mr. Don Lawley was
responsible for many of the violations in the yard area away from the immediate shop
area. This concluded our interview.
IN • A-71 i Lei
25189.5 (HSC) Disposed or caused disposal of hazardous waste at an
unauthorized point (Class 1 Violation).
photos 1,2-3,4-12,13-16-18,19
66262.11 (CCR) Failed to determine if a waste is a hazardous waste.
photo 23
66265.31 (CCR) Facility not maintained to minimize the release of a hazardous
waste.
photo 16
