9 Vintage Production California LLC
A subsidiary of Occidental Petroleum Coipombon v
April 7, 2010
Michelle Henry
San Joaquin County Environmental Health Department
600 E. Main Street
Stockton, CA 95202
195 Montezuma Street
Rio Vista, California 94571
Phone 707.374.8428, Fax 707-374-6448
RE: Vintage Production's Return to Compliance Certification for Lathrop Office
9571 S. Road, Stockton, CA
Dear Michelle Henry:
On March 8, 2010, you inspected Vintage Production's Lathrop Office/storage yard facility.
Historically we have used the Rio Vista Office as our administrative office for this area, keeping
all training records, manifests, etc. at this location. If I had known ahead of time I could have
brought those files with me. However, I have made copies of our manifest, employee training
files and placed them also at this field office per your request to return to compliance. Attached
is also an updated Contingency Plan for your files. The rainwater in the secondary containment
of a stored compressor was pump into our produced water tanks and the residual oil was mopped
up using absorbent rags on March 12, 2010 which were then disposed of in our oil field debris
bin which is profiled for such materials (CAL000306097). The used oil filter, rags, and debris
from the gas field operations in this area are consolidated at this location, attached is a
consolidation form.
Employees attend monthly safety meetings and perform online training yearly. Our employees
do not handle hazardous waste or materials, our subcontractors do that. Attached are some of the
records from the most recent safety meetings. Again, all these records have always been at the
Rio Vista office for agency review.
Attached are photograph documentation for your files and a signed return to compliance
certification form.
Do not hesitate to call our office if you have any questions.
Sincerely,
Jeff Monroe
Contracted Permit/Environmental Agent
