Strock
400 P Street, 8650 GOVERNOR'S HILL DR Secretary for
4th Floor CINCINNATI, OH 45242 Environmental
P.O. Box 806 Protection
Sacramento, CA
95812-0806 EPA ID: CAL000128791
Initial Authorization: 03/11/97
For facility located at:
4950 PACIFIC AVE
STOCKTON, CA 95207
Dear Onsite Treatment Facility:
Your Initial Notification (Form DTSC 1772) for the
treatment unit(s) listed on the last page of this letter has
been received. It is administratively complete, but has not
been reviewed for technical adequacy. A technical review will
be conducted when an inspection is performed. At any time you
may be inspected and will be subject to penalty if violations
of laws or regulations are found.
These units are hereby authorized pursuant to California
law. YOUR AUTHORIZATION TO OPERATE CONTINUES UNTIL YOU NOTIFY
DTSC THAT YOU HAVE STOPPED TREATING WASTE AND HAVE FULLY
CLOSED THE UNIT(S) .
The Onsite Treatment Program will be undergoing a number
of changes in 1997. The state Senate established the Certified
Unified Program Agency (CUPA) to consolidate six programs,
including onsite treaters, at the local agency. Some important
changes to the onsite treatment program are:
o CUPAs will be immediately responsible for inspections and
enforcement, complaint response, closure oversight and
industry assistance.
o DTSC will handle all notification processing and most
corrective action oversight, at least through 1997, and
Financial Assurance reviews until further notice.
o If your CUPA was certified and effective on or before
January 1, 1997 you do not pay Tiered Permitting fees to the
state, but will be subject to local fees and may be billed
by your CUPA. If your CUPA was certified after January 1,
1997 you may be subject to state fees and billed by BOE.
h
