'June 9, 1987
ELEVEn
■o
Laurie Cotulla
San Joaquin County j
Environmental Health Dept. Y3'
P.O. The west tank (unleaded) and its product
line failed. All tanks and piping had passed precision
testing in 1986.
On March 16, I was personally on location to reinspect the
nolead product line. Repairs were made to the turbine
pumping unit; seals and 0-rings were replaced. Any leakage
occurring as a result of defective seals and 0-rings would
have caused gasoline to leak back into the tank. The loss
rate by making this repair improved from -.023 GPH to -.011.
On April 7, the tank top of the unleaded tank was excavated
and the tank retested. The 4" bung, which reduces to 2" for
vent line use, was found to be leaking. The 4" turbine riser
pipe was also found to be leaking. The 4" reducer bushing
and the 4" turbine riser were removed, cleaned, and re-
assembled. No further problems were found during the test
and the tank passed at +.025 GPH. A pipe coupling was
tightened on the product line and the line tested at -.004
GPH.
The vapor recovery line also received a 50 PSI hydrostatic
precision test because a Red Jacket vapor recovery system is
in use at this location. The vapor recovery line passed with
no needed repairs.
I do not believe any real loss of product occurred from the
product line. Petro-Tite testing indicates that any loss
over -.010 may be a leak; our loss was -.011. It was
observed on tests which occurred on March 12 and 16 that the
product line pressure would drop and hold steady at 30 PSI.
Turbine running pressure is 22 PSI.
7-Eleven Food Stores/ Division 2299
5820 Stoneridge Mall Road /Suite 310/ P.O.
