Suite 470 <br /> Portland, Oregon 97223 <br /> RE: Letter of September 23, 2002 concerning secondary containment testing <br /> requirements in San Joaquin County, California. <br /> I have read your proposal for testing and it appears that Southland Corp./7- Eleven will <br /> not be testing all the secondary piping. Testing of secondary piping is part of the <br /> Underground Tank System and must be tested. If this piping cannot be tested it must be <br /> replaced by December 31, 2002, CCR Title 23 Section 2637(a)(1),or the systerk taken <br /> out of service and placed in temporary closure under permit until the system can be <br /> replaced under a retrofit repair or installation permit issued by the Environmental Health <br /> Department(EHD). Note that, if needed, expedited permits can be obtained at an <br /> addition cost. <br /> If Southland Corporation/ 7-Eleven is aware of any piping systems that are leaking, these <br /> systems do not meet the requirements of CCR Title 23 Section 2712 and California <br /> Health and Safety Code Sections25299 (b)(4) and must be taken out of service until these <br /> systems meet all code requirements. <br /> If you have any further questions regarding this issue,please contact me at(209) 468- <br /> 3446. <br /> Environmental Health Department <br /> Doug ilson, Supervising REHS <br /> Cc: David Irey, Deputy DA <br />
