Indicate on the map the location of all annular and sump
sensors, float and chains(in the under dispenser containments), submersible turbine pumps, and line leak
detectors. A site plan must be submitted identifying the locations where monitoring will be performed. Immediately
log into the California Environmental Reporting System(CERS)at http://cers.calepa.ca.gov/and upload a copy of
the UST Monitoring Site Plan.
This is a minor violation.
111 CCR 2638(a) Failed to test monitoring and leak detection equipment annually.
Annual monitoring system certification and leak detector testing were last performed on June 13, 2016 and was due
by June 2017. Testing on the 91 line leak detector has not been completed and is over 5 months past due. These
tests are required once every 12 months. Immediately schedule the 91 line leak detector test and provide 48 hours
notification to the EHD. Please be aware that a follow up inspection will be charged at our current hourly rate.
This is a Class II violation.
315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003).
Liquid was observed in the 91-product sump. Ifwater could enter into the secondary containment by precipitation or
infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste
determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the 91-product
sump is maintained free of liquid.
This is a minor violation.
318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi.
The 87 line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a
3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or
replace the failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day from the
EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the 87 UST system may be
red tagged to prevent fuel inputs.
This is a repeat violation, Class II.
319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty.
The 87-product spill container failed when tested. All USTs shall be equipped with a spill container that has a
minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary
container or provide a means to keep the container empty. Immediately contact a properly licensed, trained, and
certified contractor to repair or replace the drain in the spill container under permit and inspection of the EHD. If a
spill container can't be installed immediately, there is a possibility that the 87 UST system may be red tagged to
prevent fuel inputs.
This is a repeat violation, Class II.
Overall Inspection Comments:
FA0003730 PR0231125 SCO01 06/26/2017
EHD 23-01 Rev.09/22/16 Page 4 of 5 Underground Storage Tank Program OIR
