Hammer Lane <br />Stockton, California <br />Dear Ms. Foley: <br />On behalf of ConocoPhillips, SECOR International Incorporated (SECOR) presents the following <br />work plan for soil management during dispenser upgrade at the subject site listed above (Figures 1 <br />and 2). The work plan has been prepared in response to San Joaquin County, Environmental Health <br />Department (SJCEHD) permit requirements, and has been prepared in accordance with the San <br />Joaquin permit to perform UST and fuel line upgrades. <br />SCOPE OF SERVICES <br />A ConocoPhillips contractor will be performing dispenser upgrades at the site mentioned above. <br />During this time, SECOR proposes to collect soil samples and manage soil generated during site <br />activities. SECOR's proposed scope of work includes the following: <br />Health and Safety Plan <br />SECOR will prepare a site-specific health and safety plan. SECOR personnel and subcontractors <br />on-site will be required to review the health and safety plan prior to commencement of field activities, <br />and to comply with the guidelines established in the plan. <br />Soil Sampling <br />Soil samples will be collected beneath the dispensers at the direction of the SJCEHD inspector. Soil <br />samples will be collected by a SECOR representative using a shovel, hand auger, impact sampler or <br />from a back -hoe bucket. Soil samples will be immediately sealed in clean 2 -inch by 6 -inch brass <br />sleeves using Teflon° sheets and plastic end caps. Each sleeve will be filled completely with soil to <br />minimize headspace, labeled and then placed in a cooler on ice for transport to Sequoia Analytical, <br />Inc., a State -certified laboratory. Chain- of -custody procedures will be followed at all times. <br />During soil sampling activities, SECOR will monitor air space with olfactory observations and by <br />monitoring with a photoionization detector (PID). All soil sampling equipment will be cleaned with a <br />non -phosphate detergent solution and rinsed to reduce the possibility of cross -contamination <br />between sample locations. <br />Laboratory Analyses <br />Soil samples designated for chemical analysis will be delivered under chain -of -custody to Severn <br />Trent Laboratory (STL), a California state -certified laboratory located in Sacramento, California.
