Failing to implement a monitoring program approved by the local agency and specified in <br />I the underground storage tank operating permit, in violation of California Code of Regulation-,, title <br />123 section 2632(b); <br />g. Failing to maintain secondary containment system which prevented any releases from <br />I California Code of Regulations, title 23 section 2636(c)(1); <br />h. Failing to perform periodic testing of secondary containment system, in violation of <br />California Code of Regulations, title 23 section 2637(a); <br />i. Failing to perform annual monitoring certification and leak detector testing, in violation of <br />California Code of Regulations, title 23 section 2638(a); <br />j. Failing to submit a completed Monitoring System Certification form to the local agency, in <br />PERMANENT INJUNCTION AND FINAL JUDGMFNT PURSUANT TO STIPULATION <br />
