CASE SUMMARY <br />DIRECTOR <br />Donna Heran, REHS <br />PROGRAM COORDINATORS <br />Robert McClellon, REHS <br />Jeff Carruesco, REHS, RDI <br />Kasey Foley, REHS <br />Linda Turkatte, REHS <br />Parkwoods Gas and Food is a gasoline dispensing facility with an underground storage <br />tank (UST) system consisting of a 12,000 -gallon UST that stores 87 -octane gasoline, an <br />8,000 -gallon UST that stores 91 -octane gasoline, and a 4,000 -gallon UST that stores <br />diesel. The 12,000 -gallon UST is a one -compartment tank and the remaining two tanks <br />are each part of a two-compartment tank. <br />On August 11, 2009, Mr. Garrett Backus, Senior Registered Environmental Health <br />Specialist (RENS), San Joaquin County Environmental Health Department (EHD), <br />performed a routine underground storage tank system inspection (Attachment 1) and <br />witnessed the annual monitoring system certification, leak detector testing, and spill <br />container testing. The piping sump secondary line test boots for all three tanks were <br />found not removed, preventing any potential piping leaks from flowing into the sump. <br />The monitoring system certification, due by July 2009, was performed one month late. <br />The 87 -octane and 91 -octane line leak detectors failed the annual test and were <br />replaced during the inspection. One float and chain device on dispenser #3, used to <br />stop the flow of fuel at the dispenser when a leak is detected, was not operational and <br />was repaired during the inspection. Mr. Backus also noted on the inspection report that <br />six-month testing for secondary containment components previously installed on April <br />15, 2009, were due by October 15, 2009. Photos were taken during the inspection <br />(Attachment 2). The monitoring system certification test report was submitted <br />(Attachment 3) but contained some discrepancies. Mr. Backus sent an email to the <br />tester, Mr. Robert Barnhart, asking for a corrected version (Attachment 4 and 5). <br />On August 12, 2009, a permit application, SR0058040, was submitted for the 87 -octane <br />and 91 -octane leak detectors replaced during the monitoring system certification the <br />previous day. Mr. Backus approved the permit the following day (Attachment 6). <br />
