Box 2009 <br />1601 East Hazelton Avenue <br />Stockton, CA 95205-6291 <br />Attention: Ms. Tish Reesh <br />R E (C" E I U <br />AUG 0 7 1990 <br />ENVIRONMENTAL HEALTH <br />PERMIT/SERVICES <br />Subject: Changes in Underground Storage Tank Monitoring Program <br />Quik Stop Markets, Inc. <br />#76 - 10301South Olive Avenue, Stockton: Project No.4097-76F <br />#120 - 9321 North Thornton Road, Stockton: Project No. 4097.120F <br />Dear Ms. Reesh: <br />Mr. Mark Reedy of our company recently contacted you concerning the changing of the <br />underground storage tank monitoring program for two Quik Stop sites referenced above, <br />in San Joaquin County. <br />Because of the frequency of "false alarms" and high cost of maintenance associated with <br />the vadose zone monitoring systems in place at these stores, Quik Stop would like to <br />switch to the monitoring program described at 23 CCR 2641(c)(5): daily inventory <br />reconciliation, annual tank testing, and pipeline leak detection. With regard to pipeline <br />leak detection, both Quik Stop stores have "red jackets" on the pipelines. <br />Pursuant to my conversation with Ms. Eleanor Ratliff, the vadoze zone wells do not have <br />be destroyed because they are in backfill, rather than native soil. Secure watertight <br />caps will be kept on these wells. <br />We are requesting that the tank permits currently on file in your office, be modified as <br />described for these two locations.
