The plan does indicate corrosion protection used <br />for monitoring. The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). <br />Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a minor violation. <br />201 <br />CCR 2712(b) Failed to maintain alarm logs and/or records of follow up actions. <br />Maintenance and monitoring records for the last three years were not found on site. The 2011 Monitoring System <br />Certification (MSC) test results were not found on site. These records shall be maintained on site for at least three <br />years. Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration <br />and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the <br />field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) <br />results of inventory readings and reconciliation. The EHD provided a copy of the MSC test results for the facility to keep <br />on site. This is a repeat violation, Class ll. <br />306 <br />CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The 87 Master STP, the 91 STP, and the 87 siphon sump sensors were not at the lowest point of the sumps and not <br />located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak <br />at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump by the service technician. <br />Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a repeat violation, <br />Class ll. <br />319 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />Liquid was observed in the 91 fill sump on the north west side, the 87 siphon fill sump on both sides, the 87 siphon <br />sump on the east side and the vent sump box . If water could enter into the secondary containment by precipitation or <br />infiltration, it must be removed and disposed of properly. The service technician removed approximately three cups of <br />water from the 91 fill sump, five gallons from the 87 siphon fill sump, two cups from the 87 siphon sump, and one gallon <br />from the vent sump box. Ensure that all sumps and annular spaces are maintained free of liquid. This is a repeat <br />violation, Class ll. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by January 9, 2015 . <br />Consent to perform the inspection, take photos and collect samples was given by Preet Kaur the Manager. This <br />facility's designated operator is Steven Abano (ICC expiration date: 5-20-15 ) .
