Please be advised that the following issues have been <br />addressed: <br />The C1 87 master fill sump sensor was replaced on June 30, 2013 and a permit was not <br />obtained from the EHD. Emergency repairs related to UST system monitoring and release <br />detection may be performed by a properly licensed, trained, and certified contractor <br />pursuant to the EHD's policy and a permit obtained within one business day from the <br />EHD. All other repairs must have a permit submitted to and approved by the EHD prior to <br />beginning work. Immediately obtain a permit from the EHD for the sensor replacement. <br />A "Failure to Obtain a Permit" penalty applies. On September 9, 2013, BP testing and repair <br />vendor, Gettler-Ryan, applied for a permit from the EHD for the replacement of the C1 87 master <br />fill sump sensor. Per your discussion with Becky Stackhouse of our department on September <br />18, 2013, the permit was approved on September 10, 2013, and per your voicemail to me on <br />September 19, 2013, the "Failure to Obtain a Permit" penalty was included in the cost of the <br />permit and paid by Gettler-Ryan. <br />The 87 siphon fill sump sensor failed to activate an audible and visual alarm when tested <br />to ensure continuous monitoring of the tank system. All monitoring equipment shall be <br />maintained to activate an audible and visual alarm or stop the flow of product at the <br />dispenser when it detects a leak. As noted in your Inspection Report, the sensor was <br />replaced and retested during your inspection. Copies of the Inspection Report and Monitoring <br />System Certification are enclosed for your review and records. <br />A small amount of dark liquid was observed in the UDC 3/4 sump. If water could enter <br />into the secondary containment by precipitation or infiltration, it must be removed and <br />disposed of properly. Ensure that the UDC sumps are maintained free of liquid.
