Site Plan indicates both UST tanks have a line leak <br /> detector located in the turbine sump. Site does not have line leak detectors or Submersible Turbine Pumps(STP). <br /> An accurate site plan must be submitted identifying the locations where monitoring will be performed. Immediately <br /> log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of <br /> the UST Monitoring Site Plan. <br /> This is a minor violation. <br /> 113 CCR 2638(d)Failed to submit monitoring system certification test report within 30 days. <br /> Annual monitoring system certification and spill container testing was performed on 04/21/2016 and a test report <br /> was submitted on 06/01/2016, eleven days late. A copy of the test report must be submitted within 30 days of the <br /> tests. Take all necessary precautions to ensure testing and submittal of test reports are performed in a timely <br /> manner. <br /> This is a minor violation. <br /> 306 CCR 2630(d)Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> Dispenser 1/2, Under Dispenser Container(UDC) sensor was not located in the lowest part of the UDC,which is <br /> the well, and was not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained <br /> to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the <br /> sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest <br /> opportunity. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the 87 product suction piping sump. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed about 2 <br /> cups of liquid from the 87 product sump. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 7, 2017 . <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
