REHS <br />Waterloo Liquor is a gasoline and diesel dispensing facility with an underground storage <br />tank (UST) system consisting of a 15,000 -gallon UST that holds 87 -octane gasoline, an <br />8,000 -gallon UST that holds diesel, a 4,000 -gallon UST that holds 91 -octane gasoline, <br />and two dispensers. The 8,000 and 4,000 -gallon USTs are each part of a two- <br />compartment tank. <br />On January 5, 2006, secondary containment testing was performed. All components <br />that were tested passed and a test report, required to be submitted within 30 days of <br />testing, was submitted two months late on April 11, 2006 (Attachment 1). <br />On September 11, 2006, the annual monitoring system certification, leak detector <br />testing, and spill container testing were performed without a witness from the EHD. A <br />test report was submitted with copies of the alarm printout of the testing (Attachment 2). <br />On October 17, 2006, Mr. Toua Yang, Registered Environmental Health Specialist <br />(RENS), San Joaquin County Environmental Health Department (EHD), performed a <br />routine UST inspection (Attachment 3) and found approximately one inch of liquid in the <br />diesel piping sump. Upon review of the facility's paperwork, Mr. Yang found that current <br />financial responsibility documents had not been submitted to the EHD, current and <br />approved monitoring and response plans were not found on site, the daily alarm log was <br />inadequate, and employees were not trained by the designated operator. <br />On December 7, 2006, employee training records by the designated operator and a <br />corrective actions statement were submitted (Attachment 4). <br />On January 2, 2007, financial responsibility documents were submitted (Attachment 5). <br />
