Re: SJ COUNTY PARKING GARAGE 121 S SAN JOAQUIN ST STOCKTON
This office would like to remind underground storage tank owners and operators that secondary
containment systems installed prior to January 1, 2001 shall be tested by January 1, 2003 and
every thirty-six months thereafter [California Code of Regulations (CCR) Section 2637 (a)].
Secondary containment systems installed after January 1, 2001 shall be tested upon installation, six
months after installation, and every thirty-six months thereafter.
In addition, this office must be notified of the test date and time 48 hours prior to performing these
tests. If notification is not made to this office prior to testing the results will not be accepted. Results
from the above testing must be sent to this office within 30 days of the test completion. It is the
responsibility of the owner/operator to have all test results submitted to this office by January
31, 2003.
It is recommended that you schedule these tests in advance, due to contractor/technician availability.
An underground storage tank operating permit will not be issued to owners/operators who have not
performed this required testing by the January 1, 2003 deadline. You shall not operate an underground
storage tank system without a permit [Health & Safety Code (HSC) Section 25284].
If you have an underground storage tank system in which the secondary containment can not be tested
you must replace the secondary containment system, under a permit from this office, with a system that
can be tested by December 31, 2002 [CCR Section 2637 (a)(1)].
Enclosed is a list of known contractors/technicians currently performing secondary containment testing
in San Joaquin County. If you have any questions regarding this matter you may contact Doug Wilson,
Supervising REHS at (209) 468-3446.
