Baker <br />County Ad nistrator <br />From: Rich is o <br />Capital Projects Manager <br />Subject: Motor Pool Fuel Dispensing Shut Down <br />MAR 0 7 1994 <br />PUBLIC HEALTH SERVICES <br />ADMINISTRATION <br />MFORMATION COPY <br />As I mentioned to you on Monday, the fuel dispensing operation at the new Motor Pool was shut <br />down by the Air Pollution Control District last Friday. The District conducted a test on the vapor <br />recovery lines, and found a pressure resistance apparently within the main line to the underground <br />fuel tank. By way of background, this is a standard test of the Air Pollution Control District, <br />which is conducted only after a new fuel dispensing facility is in operation. However, I am <br />advised by the contractor that the entire system was tested and approved by county Environmental <br />Health during installation. <br />On Tuesday, March 1, 1994, the contractor arranged to have the subcontractor, who installed that <br />system, visit the site and make improvements. The subcontractor checked out various components <br />within the system, and blew out the vapor recovery lines. The system was retested this morning <br />and again it failed, showing no apparant improvement over the original test. <br />Apparantly a bend or crimp has developed in the vapor recovery line which is buried approxi- <br />mately four feet below grade for a run of approximately 75 feet from the fuel dispensing machines <br />to the fuel tank. The contractor advises that some kind of a State approved "booster pump" can be <br />added to the line at the fuel tank to assist the vapor recovery process. That devise is being ordered <br />today and I am to be notified of when that installation can be completed and the system be <br />retested. The contractor is being very responsive and agrees that he is responsible for all costs <br />associated with this effort. <br />In the interim, Motor Pool staff have reacted commendably by reinstituting fuel dispensing at the <br />old Motor Pool.
