All USTs shall be equipped -with a spill container that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary container or provide a means to keep the container empty. Immediately contact a properly licensed, trained, and certified contractor to install an approved spill container under permit and inspection of the E14D. If a spill container can't be installed immediately, there is a possibility that the 91 UST system may be red tagged to prevent fuel inputs. Technician replaced a faulty drain valve on the spill bucket during inspection, The spill bucket was tested and passed. A "UST Retrofit Verification with Inspector Already Onsite" form has been completed and provided to the operator and contractor. This was corrected on site. This is a minor violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting pap erwork, by March 4, 2018. Documents reviewed by regulator: UST Operating permit, UST Certification of Financial Res ponsibility/documents, UST Response Plan, UST monitoring plans, the Owner Statement of Designated Operator Compliance, the UST Owner/Operator: Written Agreement, Designated operator monthly reports, Employee training log, Monitoring System Certification testing reports (2015, 2016, 2017), Secondary Containment Testing report (2016), alarm history/set up, and maintenance records. Documents received by operator: Routine Inspection Report and Retum to Compliance Certification Form. Note: Note: When it fails, the 87 and 91 fill spill buckets shall be replaced with a spill bucket that has a minimum capacity of 5 gallons, is protected from galvanic corrosion, and has either a drain valve which allows drainage of the collected spill into the primary container or provide a means to keep the spill container empty pursuant to CCR Title 23, section 2635(b)(1).
