Lafayette St - SR0063739 <br />Reuben, <br />I wanted to verify your proposals and discussion from our phone conversation this morning, as well as from the revised work plan <br />emailed yesterday evening. <br />In regards to the two 3 -inch pipes and one 1 1/2 -inch pipe from the northern piping trench, portions of the piping was found to <br />exist under the foundation of a building on site, and were observed to have been partially plugged with concrete. The exact <br />location of the 1 1/2 -inch piping under the building has not yet been determined. The two 3 -inch pipes were found to extend for <br />different distances under the building (6 feet and 9 feet). Your work plan includes leaving these pipes so as not to disturb the <br />building foundation, and grouting them by pumping concrete into the open end. It is my understanding that, while you agree that <br />the piping under the building will technically be closed in place, you are proposing to use procedures and a work plan that are not <br />in accordance with current underground storage tank regulations/statutes for closure in place. In addition, you have chosen not to <br />apply for the City of Stockton Fire Department written approval and an EHD "Application for Permit to Close Underground Storage <br />Tanks Storing Hazardous Materials," as you believe these requirements are too excessive for the conditions on site. <br />As was also discussed this morning, the current work plan is incomplete and does not include the three pipelines observed in the <br />southern piping trench.
