Regional Board staff have the fol owmg comments on ther7 5 (Work July
also sub
Response Letter.
1. The stated objective of the Work Plan is to provide a design for assessing baseline concentrations
I and evaluating the effectiveness of the soil vapor extraction system. Regional Board staff concur
with this objective. The work necessary to accomplish data collection in order to address
deficiencies within the Human Health Risk Assessment(HHRA) for the site is being
accomplished through work plans submitted by EarthTech in consultation with the Human and
Ecological Risk Division(HERD) of the Department of Toxic Substances Control(DTSC).
Thus, the comment related to the HHRA and soil vapor sampling for polyaromatic hydrocarbons
(PAH) is withdrawn. Sampling for PAH is not necessary for the stated objective of the Work
Plan.
2. It is imperative that the elements of the Work Plan do not adversely affect the data collection
efforts for the purpose of the HHRA. In addition, it is imperative that L&M OU starts the Soil
Vapor Extraction System(SVE) as an interim measure in order to accomplish some pollutant
source removal. Therefore, L&M OU must expedite its work with HERD so that EarthTech may
collect soil vapor samples and complete the necessary analyses in a reasonable time frame.
California Environmental Protection Agency
0 Recycled Paper
