R5-2012-0805 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> CONOCOPHILIPS PETROLEUM COMPANY, <br /> CHEVRON USA, <br /> TEXACO REFINING AND MARKETING INC., <br /> L&M PETROLEUM COMPANY, AND <br /> MR. BILLY MCKINNON <br /> L&M OPERABLE UNIT <br /> SAN JOAQUIN COUNTY <br /> This Order is issued to ConocoPhilips Petroleum Company; chevron, USA; Texaco <br /> Refining and Marketing Inc.; Tosco Corporation; L&M Petroleum Company; and Mr. Billy <br /> McKinnon (hereafter Dischargers) pursuant to California Water Code section 13267, <br /> which authorizes the Executive Officer of the California Regional Water Quality Control <br /> Board, Central Valley Region (hereafter Central Valley Water Board) to issue a Monitoring <br /> and Reporting Order (Order). <br /> The Executive Officer finds: <br /> INTRODUCTION <br /> 1. The Dischargers are jointly responsible for the South Shore Parcels L&M Operable Unit <br /> (Site). The L&M Operable Unit was formed as a result of the breakup of the previous <br /> joint discharger, the Stockton Group. <br /> 2. The Site is located at 666 West Weber Street, Stockton, just south of the Stockton <br /> Deep Water Channel. The discharger is responsible for cleanup of the area west of the <br /> centerline of former Harrison Street, extending south to Mormon slough and north to the <br /> Stockton Deep Water Channel (Figure 1), and the Delta Gateway Apartments. <br /> Historical bulk fuel storage/distribution facilities as well as various commercial uses <br /> resulted in the release of chemicals to the subsurface. Four distinct groundwater <br /> bearing zones exist at the Site: <br /> • A-zone extends from approximately 5 feet below ground surface (bgs) to 40 <br /> feet bgs. <br /> • B-zone extends from approximately 42 feet bgs to 50 bgs. <br /> • C-zone extends from approximately 64 feet bgs to 73 feet bgs. <br /> • D-zone extends from approximately 115 feet bgs to 130 feet bgs. <br /> 3. Since 1989, the Site has been the subject of numerous investigations and studies. In <br /> December 2003, the Dischargers installed a dual phase extraction (DPE) system at the <br /> site, which has been in operation since its construction. In 2004, the Dischargers <br /> performed pipeline abandonment and removal activities at the site. <br />
