0 0 <br /> WORK PLAN FOR ADDITIONAL SOIL VAPOR SURVEY <br /> Proposed Assessment Activities <br /> May 30, 2014 <br /> 3.0 Proposed Assessment Activities <br /> The shallow soil vapor assessment will be conducted following applicable guidelines <br /> proposed in the California Department of Toxic Substances Control (DTSC) guidance <br /> document Advisory-Active Soil Gas Investigations updated April 2012 (DTSC 2012) and <br /> in the Chevron Energy Technology Company (CETC) guidance document Soil Vapor& <br /> Indoor Air Sampling Technical Toolkit Version 1.8. Field and analytical procedures for <br /> the proposed soil sampling and soil vapor assessment are provided below. <br /> 3.1 SITE-SPECIFIC HEALTH AND SAFETY PLAN <br /> As required by the Occupational Safety and Health Administration Standard <br /> "Hazardous Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), <br /> and by the California Occupational Health and Safety Administration "Hazardous <br /> Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), <br /> Stantec will create a site-specific Health and Safety Plan (HASP) prior to the <br /> commencement of field work. The HASP will outline potential hazards to Stantec field <br /> personnel during the field activities described herein. Job safety analyses for tasks to be <br /> performed by Stantec personnel (e.g., driving, soil boring advancement, vapor sample <br /> collection, etc.) will be included. The HASP will also include required personal <br /> protective equipment to be worn by Stantec field personnel for each task. In addition, <br /> Stantec will produce a Journey Management Plan (JMP) to prevent losses associated <br /> with motor vehicle incidents. A copy of Stantec's HASP and JMP will be distributed to <br /> subcontractors prior to field work, and will be available on-site during field activities. <br /> Subcontractors will also develop a site-specific HASP and JMP for tasks applicable to <br /> their scope of work (e.g., driving, air-knifing, advancing soil borings, etc.). Stantec will <br /> review subcontractor HASPS prior to commencing field activities. Appropriate <br /> subcontractor HASPS will also be available on-site. <br /> 3.2 PERMITTING AND NOTIFICATION <br /> Prior to initiating any work, Stantec and EMC will obtain boring permits from the San <br /> Joaquin Environmental Health Department (SJCEHD). Additionally, access agreements <br /> between the L&M OU Group and the City of Stockton and Delta View Apartments will <br /> be obtained and reviewed. Notification will be provided to the SJCEHD no less than 48 <br /> hours prior to the initiation of field work, and to the property owners in accordance with <br /> the access agreements. <br /> 3.5 <br />
