• S E C O R - ---- <br /> 1.0 INTRODUCTION <br /> On behalf of Chevron Environmental Management Company (CEMC) and ConocoPhillips <br /> Company (COP), SECOR International, Incorporated (SECOR), presents this work plan for <br /> performing additional deeper zone groundwater assessment at the former Tidewater bulk fuel <br /> facility, L&M Operable Unit (L&M OU; Site), located near the corner of North Lincoln and West <br /> Weber Avenue in Stockton, California (Figure 1). The purpose of the proposed additional <br /> groundwater assessment activities are to provide additional data points for further delineation <br /> the vertical and lateral extent of dissolved petroleum hydrocarbons and observed separate <br /> phase hydrocarbon (SPH) plumes at and near the L&M OU. <br /> 1.1 Site Description <br /> The "Site' is the L&M OU portion of a larger parcel of land that the City of Stockton refers to as <br /> Parcel 2A. During a December 2, 2002 meeting with the California Regional Water Quality <br /> Control Board (CRWQCB), Parcel 2A was divided into three Operable Units (OUs): the L&M <br /> OU; the Unocal OU; and the Morton OU. The L&M OU was established to direct investigations <br /> in the area south of West Weber, west of the midline of the former Harrison Street, east of North <br /> Edison, and north of former Main Street (Figures 1 and 2). This OU includes parts of the Delta <br /> View Apartments. Based on historical use of the L&M OU Site, CEMC and COP have been <br /> named as responsible parties. The Unocal OU was established to direct investigations from <br /> Weber Street south to the former Main Street and from the midline of the former Harrison Street <br /> east to Lincoln Street. The Morton OU was established to direct investigations from the middle <br /> of the former Main Street down to the southern boundary of Parcel 2A and from the midline of <br /> the former Harrison Street east to Lincoln Street. The City of Stockton owns the area known as <br /> Parcel 2A. Following various legal agreements, the City of Stockton Redevelopment Agency <br /> (RDA) is responsible for assessment and cleanup activities at the Unocal and Morton OUs. <br /> The Site is bounded by the Waterfront Towers Parking lot and the Stockton Deep Water <br /> Channel to the north, the Delta View Apartments to the west and south, and the Unocal OU and <br /> North Lincoln Street to the east. <br /> 1.2 Site and Vicinity Background <br /> Historical usage of the Stockton area has been primarily industrial and residential since the late <br /> 1800s. The Site and Site vicinity were primarily marshland until 1895, when the area was filled, <br /> apparently to create more usable land for industrial use. By 1917, a network of railroad tracks <br /> had been laid within the vicinity of the Site. At that time, portions of the Site and Site vicinity <br /> were used to store bulk petroleum fuel products (Treadwell & Rollo [f&R], Volume II Site <br /> Characterization Report, South Shore Parcels, Stockton, California, December 13, 1999). In <br /> 1917 Associated Oil Company occupied a portion of the L&M OU, Standard Oil Company <br /> occupied a smaller portion of the L&M OU, and Union Oil Company was situated to the east of <br /> the L&M OU. The Site was occupied by lumber storage yards, a windmill and tank factory, and <br /> warehouses for grain storage (Environmental Resolutions, Inc. [ERI], Off-Site Source <br /> Investigation, The Stockton Group Property, West Weber Avenue and North Lincoln Street, <br /> Stockton, California, May 17, 2000).
