Phase II Additional Site Assessment Work Plan
RISHWAIN PROPERTY
48 North Wilson Way, Stockton, California
1.0. INTRODUCTION
At the request of Mr. Joseph Rishwain esq.,Advanced GeoEnvironmental,Inc.(AGE)has prepared
this Phase II Additional Site Assessment Work Plan for the property at 48 North Wilson Way,
Stockton, California(site). The location of the site is illustrated on Figure 1. A plan of the site is
illustrated on Figure 2.
This site was evaluated by the San Joaquin County Environmental Health Department (EHD) for
closure in March 1993. A high lead concentration was detected in a pipeline soil sample during a
1989 tank removal, generating a notice of Hazardous Waste Discharge. The EHD issued a letter,
dated 26 March 1993, stating that based on current standards, detection limits and site specific
characteristics,it was impossible for the EHD to evaluate the site for closure. The letter further stated
that although a UST unauthorized release report was not generated and the site was not considered
contaminated, further investigation would be required for the EHD to issue a closure letter.
During site investigation two borings to 25 feet were drilled on 27 May and 02 June 2003.
Contaminates were encountered at 14 and 24 feet in both borings. As a result of these findings the
Environmental Health Department required further site assessment in order to attain site closure.
This work plan was prepared to satisfy the conditions for site closure, and is in accordance with
Appendix,4 to Tri-Regional Recommendations-Reporting, dated 30 August 1991,prepared by the ,
Central Valley Regional Water Quality Control Board for the investigation of underground storage
tank(UST) sites.
2.0.
