Phase II Site Assessment Work Plan
RISHWAIN PROPERTY
48 North Wilson Way, Stockton, California
1.0. INTRODUCTION
At the request of Mr.Joseph Rishwain,Advanced GeoEnvironmental,Inc. (AGE)has prepared this
Phase II Site Assessment Site Assessment Work Plan for the property at 48 North Wilson Way,
Stockton,California(the site).A 500-gallon leaded gasoline underground storage tank was removed
from the site in September 1989;the proposed work is being performed for site closure. The location
of the site is illustrated on Figure 1. A plan of the site is illustrated on Figure 2.
This site was evaluated by the San Joaquin County Environmental Health Department (EHD) for
closure in March 1993; however, because a high lead level was detected in a pipeline soil sample
during the 1989 tank removal, generating a notice of Hazardous Waste Discharge, the EHD issued
a letter, dated 26 March 1993, stating that based on current standards, detection limits and site
specific characteristics, it was impossible for the EHD to evaluate the site for closure. The letter
further stated that although a UST unauthorized release report was not generated and the site was
not considered contaminated, further investigation would be required for the EHD to issue a closure
letter. The work is being performed as part of due diligence for a potential property transfer.
This work plan was prepared to satisfy the condition for site closure, and is required by the EHD for
the procurement of a soil boring permit. This plan is in accordance with Appendix A to Tri-Regional
Recommendations - Reporting, dated 30 August 1991, prepared by the Central Valley Regional
Water Quality Control Board for the investigation of underground storage tank(UST) sites.
2.0. BACKGROUND
The site is a vacant property at the southeast corner of North Wilson Way and Weber Avenue,in an
area of mixed commercial and light industrial use(Figure 2).Features on the property include areas
of grass,a narrow asphalt driveway, and concrete foundations from former structures. The Southern
Pacific Railroad right-of-way was adjacent to the subject property along the north boundary.
2.1. REGIONAL GEOLOGIC/HYDROGEOLOGIC SETTING
The site is situated within the southern portion of the Great Valley Geomorphic Province of
California, a large, elongate, northwest trending, asymmetric structural trough; the northern and
southern portions of the Province have been designated the Sacramento and San Joaquin Valleys,
The Province is bordered by the Coast Ranges to the west, the Klamath Mountains and Cascade
Range to the north, and the Sierra Nevada to the east.
Advanced GeoEnvironmental,Inc.
