INTRODUCTION <br /> This is a Work Plan for conducting a Preliminary Endangennent Assessment(PEA) at the proposed Joe <br /> Widmer Elementary School site located in southern San Joaquin County, north of Lathrop, California <br /> (Figure 1, Appendix A). Condon' Earth Technologies, Inc_ (Condor) prepared this work plan at the <br /> request of Ms. Sandy Dwyer, Facilities Project Specialist for the Manteca Unified School District <br /> (District) pursuant to a Voluntary Cleanup Agreement (VCA) between the District and the California <br /> Environmental Protection Agency, Department of Toxic Substances Control(DTSC). <br /> The primary objectives of the work described in this Work Plan are to investigate potential <br /> contamination issues and contaminant exposure levels associated with historical land use practices at the <br /> site and to investigate potential contamination impact from the adjacent Defense Distribution Depot San <br /> Joaquin, Sharpe Depot (Sharpe Depot). This Work Plan was developed using information contained in <br /> the DTSC Preliminary Endangerment assessment Guidance Manual, dated January 1994 (Second <br /> Printing,June 1999)and Draft Version 1.4 of Guidance for Sampling Agricultural Soils, prepared by Mr. <br /> Brad Parsons of the DTSC, dated August 1999. This Work Plan includes site background information, <br /> health and safety requirements, and descriptions of the proposed fieldwork and laboratory analyses. <br /> 2. BACKGROUND INFORMATION <br /> This section contains background information pertaining to the proposed Joe Widmer Elementary School <br /> site and the adjacent Sharpe Depot located approximately one-quarter mile east of the site. Based on <br /> current development of surrounding areas(Sharpe Depot to the east, new single family residential homes <br /> to the south, U.S. Interstate Highway 5 to the west, and agricultural land with low density small <br /> businesses to the north), Condor anticipates that public participation activities during PEA sampling <br /> activities are not warranted. Condor is not aware of community groups or media interest in the site <br /> A Mitigated Negative Declaration was prepared by Mr. Marvin Tatum, Superintendent, of the .Manteca <br /> Unified School District, in September 1999. The Declaration addressed potential impacts in accordance <br /> with the California Environmental Quality Act (CEQA) guidelines. The findings concluded that there <br /> were no impacts of significance with the exception of biology. The required mitigation measures for <br /> biology have been addressed and will be implemented prior to construction. <br /> 2.1. SITE BACKGROUND <br /> The site is located just north of Stonebridge Lane, east ofU.S. Tnterstate 5,west of the Sharpe Depot, and <br /> south of Squires Road in San Joaquin County, north of Lathrop, California(Figure 2, Appendix A.)_ The <br /> site consists of approximately 20 acres of relatively flat Iand and comprises portions of.Assessor Parcels <br /> (APNs) 196-59-04, 196-59-07, and 196-59-08 in Section 23, Township I South, Range 6 East of the <br /> Lathrop Quadrangle, 7.5 minute, United States Geological Survey Topographic Map, dated 1952, <br />
