OBSERVATION: This business does not have an active hazardous waste ID number in the California Department of Toxic Substances Control (DTSC)database. REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification (ID) Number.A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to reactivate your State ID number. Immediately reactivate your ID number and submit evidence to the San Joaquin County Environmental Health Department within 30 days. This is a minor violation. 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: Copies of consolidated manifest receipts from October 14 2016 to October 14th 2019 for hazardous wastes including used oil and waste antifreeze were not found on site during the inspection. Note: Jon states that used oil was pumped off site by American Valley Waste Oil last week on Thursday(10/10/19). Also, states that this site was taking in customers until September of this year. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 2019 and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement to the San Joaquin County Environmental Health Department. This is a minor violation.
