Diablo Blvd., Suite 260 PERMIT/SERVICES <br /> Lafayette, CA 94549 <br /> TRANSMITTAL OF DRAFT MONITORING AND REPORTING PROGRAM, SITE <br /> STATUS, WESTERN FARM SERVICE, VERNALIS, SAN JOAQ UIN COUNTY <br /> Western Farm Service (WFS) is conducting groundwater monitoring to ascertain the extent of <br /> fertilizer and fumigant constituents in groundwater at its Vernalis agricultural chemical <br /> distribution facility, and is monitoring an in situ groundwater pilot study using Hydrogen <br /> Releasing Compound (HRCO)to degrade constituents of concern. This letter and attached <br /> Memorandum evaluate the status of soil and groundwater investigations to date, provide a draft <br /> monitoring and reporting program (MRP), provide a table of cleanup goals for soil and <br /> groundwater, and request a schedule for a feasibility study for soil remediation. <br /> Groundwater Monitoring Program <br /> We have reviewed the following groundwater monitoring reports prepared by GeoSyntec <br /> Consultants which describe the groundwater conditions, including the progress of the in situ <br /> remediation pilot study. <br /> • 30 January 2002 2001 Annual Report and Results of 2001 Fourth Quarter Groundwater <br /> Monitoring <br /> • 19 April 2002 Results of February 2002 (First Quarter) Groundwater Monitoring <br /> • 30 July 2002 Results of Second Quarter 2002 (May) Groundwater Monitoring <br /> • 4 November 2002 Results of 3rd Quarter 2002 (August) Groundwater Monitoring and <br /> Enhanced In Situ Bioremediation Testing <br /> • 29 January 2003 2002 Annual Report and Results of Fourth Quarter 2002 (November) <br /> Enhanced In Situ Bioremediation Testing <br /> In the groundwater monitoring reports, WFS requests that Board staff revise Monitoring and <br /> Reporting Program No. 97-808 (MRP) from quarterly to semi-annual monitoring in the first and <br /> third quarters. In addition, WFS requests that the EPA Method for nitrate analyses be changed <br /> from Method 300 to Method 353.2 which includes nitrate and nitrite, and that EPA Method 632 <br /> for carbamate/urea compounds be changed to EPA Method 8321. We concur with these <br /> requests, and the draft MRP is attached for your review and comment. In addition to these <br /> changes, we have included a Remediation Pilot Study Monitoring Table that addresses WFS' <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
