FROM: Amy Terrell <br /> Chief, Private Sites Cleanup Unit Private Sites Cleanup Unit <br /> DATE: 5 March 2003 SIGNATURE: /�k1l <br /> SUBJECT: SITE STATUS, WESTERN FARM SER VICE, VERNALIS, SAN JOA Q UIN CO UNTY <br /> The site at 35100 South Highway 33 has been operating as a retail agricultural chemical distribution <br /> business since 1969, and is currently owned and operated by Western Farm Service (WFS). WFS was a <br /> wholly owned subsidiary of Shell Oil Services until 1989, when it was purchased by an individual who <br /> subsequently sold WFS to Agrium in 1993. Since December 1996, WFS has monitored groundwater <br /> quarterly from three on-site monitoring wells, and since 1998 from two additional monitoring wells. <br /> WFS has requested that we revise the monitoring and reporting program to reduce the sampling schedule <br /> to semi-annually. I concur and a draft monitoring and reporting program is attached. In June 2002, <br /> WFS initiated an in situ pilot study to evaluate the effectiveness of Hydrogen Releasing Compound <br /> (HRC®)to degrade nitrate, pesticides and volatile organic compounds in groundwater. Groundwater is <br /> found at depths ranging from 30 to 35 feet below ground surface (bgs). <br /> This memorandum summarizes the status of soil and groundwater investigations at this facility, based on <br /> information contained in the following reports and discussions with WFS' environmental manager, Ms. <br /> Nancy Bishop: <br /> • 22 February 1991 Site Investigation by Woodward Clyde Consultants (1990 Investigation) <br /> • 6 February 1996 Notification of Site Assessment Results by GeoSyntec Consultants as reproduced in <br /> August 1998 Remedial Alternatives Assessment by GeoSyntec Consultants (1995 Investigation) <br /> • August 1998 Remedial Alternatives Assessment by GeoSyntec Consultants (1998 Assessment) <br /> The 1990 Investigation is a site-wide soil assessment commissioned by WFS to assess site conditions <br /> after Shell Oil Company sold WFS. The 1995 Investigation was conducted at the former fertilizer tank <br /> farm and only evaluated nitrogen compounds in soil. From review of these two reports, I conclude that <br /> the depth of contaminants is not determined at the rinse pad, and some constituents found in <br /> groundwater downgradient of the rinse pad have not been tested for in soil. Nitrate and ammonium are <br /> significant site contaminants that extend to the water table in some locations.
