Diablo Blvd., Suite 260 <br /> Lafayette, CA 94549 <br /> CONDITIONAL APPROVAL OF WORK PLAN FOR FIELD SCALE PILOT TEST, <br /> REVIEW OF REPORTS, WESTERN FARM SER VICE, VERNALIS,SAN JOAQUIN <br /> COUNTY <br /> Western Farm Service (WFS) operates a retail distribution facility for agricultural chemicals in <br /> Vernalis. WFS and its consultant, GeoSyntec Consultants, are investigating the extent of <br /> groundwater contamination, are pumping and treating groundwater, and investigating additional <br /> remedial strategies. WFS' pump and treat system consists of extracting groundwater, treating it <br /> with a carbon adsorption system, and using the treated water to meet its seasonal process water <br /> demands. GeoSyntec prepared the following reports describing current and proposed activities: <br /> • 14 July 2000 Capture Zone Analysis <br /> • 31 January 2001 2000 Annual Report and Results of 2000 Fourth Quarter Groundwater <br /> Monitoring <br /> 24 April 2001 Results of February 2001 (First Quarter) Groundwater Monitoring <br /> 8 June 2001 Work Plan for Field-Scale Pilot Test(Work Plan) <br /> • 27 July 2001 Results of 11 June 2001 (Second Quarter) Groundwater Monitoring <br /> We have the following comments on these reports: <br /> Capture Zone Analysis <br /> In 1999, the Regional Board adopted NPDES Order No. 99-013 authorizing WFS to discharge <br /> groundwater directly to the irrigation canal, Lateral 4 North. One of the terms of the order <br /> specifies that no discharge shall occur if the electrical conductivity (EC) of the receiving water <br /> exceeds 700 µmhos/cm. EC measurement records show that the period of allowable discharges <br /> are less than five days per season and at unpredictable intervals.
