CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A <br /> Sacramento,CA 95827-3098 <br /> NOTICE OF PUBLIC HEARING <br /> and <br /> Notice of Application for Waste Discharge Requirements <br /> (National Pollutant Discharge Elimination System Permit) <br /> for <br /> WESTERN FARM SERVICE, INC. <br /> VERNALIS GROUNDWATER REMEDIATION <br /> SAN JOAQUIN COUNTY <br /> Western Farm Service ()hFS) operates a retail fertilizer facility at 35100 South Highway 33,Vernalis. Recent <br /> investigations show that the groundwater beneath the site is contaminated with nitrate, ammonia, and pesticides. <br /> WFS proposes to remediate the groundwater through extraction, treatment if necessary, and discharge to the <br /> West Stanislaus Irrigation District's Lateral 4 North. The lateral delivers irrigation water to approximately 10 to <br /> 20 diversions below the point of discharge; excess water spills to the San Joaquin River. This permit sets <br /> effluent limitations based on a maximum discharge and a minimum flow in the canal, and requires that WFS <br /> install both a continuous flow measurement device and a continuous recording electrical conductivity probe in <br /> the canal. These instruments will be tied to an automatic shut-off valve which will cease the discharge if flow in <br /> the canal drops below minimum levels or if the salt content of the canal rises above maximum levels. WFS will <br /> be required to collect weekly effluent and receiving water samples during the first four weeks of discharge each <br /> spring, and then monthly thereafter. <br /> A public hearing concerning this matter has been scheduled for: <br /> DATE: Friday, 30 April 1999 <br /> TIME: 9:00 a.m. <br /> PLACE: Central Valley Regional Water Quality Control Board <br /> 3443 Routier Road, Suite A <br /> Sacramento, California <br /> Persons wishing to comment on, or object to,the proposed requirements are invited to submit same in writing to <br /> the Regional Board no later than 2 April 1999. All comments or objections received by this date will be <br /> considered in the draft waste discharge requirements. Additional pertinent information may be received by the <br /> Board, upon the request of any interested person at the meeting. After considering comments or objections,the <br /> Board may issue a revised monitoring and reporting program. Any action of the Board may be appealed to the <br /> State Water Resources Control Board within 30 days of the action. <br /> Anyone having questions on these requirements should contact the project representative,Wendy Wyels, at (916) <br /> 255-3135.
