CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> REVISED MONITORING AND REPORTING PROGRAM NO. 97-808 <br /> WESTERN FARM SERVICE, VERNALIS <br /> SAN JOAQUIN COUNTY <br /> This fertilizer facility handles bulk fertilizers and packaged pesticides. A preliminary groundwater <br /> investigation has found nitrate, ammonia, fumigants, and pesticides in the shallow groundwater at <br /> concentrations exceeding water quality objectives. <br /> This monitoring and reporting program (MRP) is issued pursuant to Water Code Section 13267. The <br /> initial MRP was issued in September 1997 is herein revised. Prior to construction of any new <br /> groundwater monitoring wells or extraction wells, the Discharger shall submit plans and specifications <br /> to the Board for review and approval. Once installed, all new wells shall be added to the MRP, and shall <br /> be sampled and analyzed according to the schedule below. The Discharger shall not implement any <br /> changes to this MRP unless and until a revised MRP is issued by the Executive Officer. <br /> GROUNDWATER MONITORING <br /> There are currently five monitoring wells at the site, as shown in Attachment 1. The groundwater <br /> monitoring program for wells MW-1 through MW-5, and any wells installed subsequent to adoption of <br /> this MRP, is listed below. Sample collection and analysis shall follow standard EPA protocol. A bailer <br /> must be used to collect the samples. <br /> Test Sampling <br /> Constituents Units Method Frequency <br /> Depth to Groundwater Feet -- Quarterly <br /> Volatile Organic Compounds µg/l EPA 8010 Quarterly <br /> Fumigants (EDB and DBCP) µg/1 EPA 504 Quarterly <br /> Carbamate pesticides µg/l EPA 632 Quarterly <br /> Nitrate-N mg/l EPA 300.0 Quarterly <br /> Ammonia-N mg/l EPA 350.3 Quarterly <br /> Including 1,2,3-trichloropropane <br /> Any well(s) installed subsequent to issuance of this Order shall be added to the monitoring program. <br /> The first quarter that the well(s) is sampled, the groundwater shall be analyzed for the above constituents <br /> and the following supplemental scans: organochlorines (EPA 8080), chlorinated herbicides (EPA 8150), <br /> triazines (EPA 619) and organophosphorus pesticides (EPA 8140). If any chemical in any of these scans <br /> is detected, then that scan shall be added to the monitoring program for all wells. If all chemicals in a <br /> supplemental scan are "non detect", then it is no longer necessary to analyze for that scan. <br />
