Diablo Blvd. <br /> Lafayette, CA 94549 <br /> MEETING SUMMARY; REQUEST FOR A REPORT OF WASTE DISCHARGE; WESTERN <br /> FARM SERVICE VERNALIS FACILITY, SAN JOA QUIN COUNTY <br /> Thank you for submitting the 1 September 1998 Remedial Altenzatives Assessment for the Western Farm <br /> Service facility in Vernalis. I have reviewed the report and discussed its contents with you at our <br /> meeting of 27 October. I agree with your proposal to remediate the groundwater through extraction and <br /> discharge under an NPDES permit to the nearby irrigation district canal. The NPDES permit will <br /> contain effluent limitations for each chemical of concern; in order to meet these limitations it may be <br /> necessary for you to treat the groundwater before discharge. <br /> During the meeting, I briefly mentioned other remedial steps that may be necessary once the <br /> groundwater remediation is underway. These include a human health risk assessment, determination of <br /> soil and groundwater cleanup levels, and an evaluation of the need to complete soil remediation around <br /> the former pond. <br /> The first step toward groundwater remediation is the preparation of an NPDES permit. Per your request, <br /> I have enclosed copies of two existing NPDES permits for similar types of groundwater remediation. I <br /> anticipate that the NPDES permit for your facility will contain similar language and conditions. In order <br /> for me to write the draft permit, please submit a Report of Waste Discharge (RWD) and NPDES permit <br /> application. This package consists of five items: <br /> a. a completed Form 200; <br /> b. a completed Application Form 1; <br /> c. a completed Application Form 21); <br /> d. answers to the Additional Questions; and <br /> e. a filing fee. <br /> The three forms and the Additional Questions are enclosed. Filing fees are based on both threat to water <br /> quality and on complexity, as stated in the enclosed filing fee schedule. I have determined that the <br /> Western Farm Service discharge would fall under a Rating 2-C, with an annual filing fee of $1,200. <br /> Please contact me immediately if you disagree with this assessment.
