HIGHWAY 33, SAN JOAQUIN COUNTY <br /> The Crop Production Services (CPS) facility in Vernalis is a retail agricultural chemical <br /> distribution facility which has released 1,2-dichloropropane, 1,2,3-trichloropropane, diuron, <br /> nitrate, and ammonium to soil and groundwater. In 2002, CPS implemented a pilot remediation <br /> study to evaluate the effectiveness of Hydrogen Releasing Compound® (HRC) to degrade <br /> these pollutants in shallow groundwater. In 2007, CPS implemented another pilot study, using <br /> HRC-X. In 2011, it appeared that the HRC-X was exhausted, and in a 1 February 2012 letter, <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) requested a workplan for remediation. <br /> Because CPS changed consultants, the work plan has not been delivered. In January 2013, <br /> CPS' current consultant, Rubik Environmental, proposed to develop a Conceptual Site Model. <br /> In a 15 April 2013 email, Mr. Todd Leonard of Rubik Environmental proposed to provide the <br /> Conceptual Site Model by 17 May 2013. <br /> The released chemicals constitute a waste that has degraded the waters of the State and <br /> potentially pose a significant risk to human health and the environment. Therefore, CPS needs <br /> to move this site beyond the pilot study stage and into remediation. Nonetheless, Central Valley <br /> Water Board staff recognize that preparing a Conceptual Site Model is a useful tool for <br /> developing and evaluating remedial options.
