Our review of the
Work Plan was conducted by DTSC's Geological Support Unit (GSU), in conjunction
with consultation by DTSC's Human and Ecological Risk Division (HERD), and
specifically addressed the depth and scope of the proposed soil sampling investigation.
The intent of this letter is to provide notification of DTSC's approval of the Work Plan for
the Cabral — McAdams Property (Site). Located in the city of Stockton at 4204 through
4208 North Sutter Street, the 12.81 acre former orchard property Site is comprised of
two contiguous parcels identified by the San Joaquin County Tax Assessors' office as
assessor parcels numbers (APNs) 115-230-06 and 115-230-07. DTSC understands
that Kimball Hill Homes is contemplating purchase of the Site property for future
residential development.
The Work Plan, submitted to DTSC on August 10, 2006, was prepared by Raney
Geotechnical Inc., in accordance with the Voluntary Cleanup Agreement. The Work
Plan documents the preliminary characterization of the Site based upon the findings
contained in the Phase I Environmental Site Assessment (Phase I ESA), dated
October 5, 2005, and the subsequent Soil Sampling and Laboratory Analysis report
dated, April 28, 2006. The Work Plan also provides a sampling strategy for further
characterization of the Site which was reportedly utilized for agricultural purposes for
approximately one hundred years. Analysis of the initial samples indicate the presence
® Printed on Recycled Paper
