Sutter Street <br /> Stockton CA 95204 <br /> San Joaquin County Environmental Health Department (SJC/EHD) has reviewed <br /> Subsurface Investigation and Preliminary Remediation Plan Area of Former <br /> Underground Storage Tank(PRP) dated April 28, 2006, submitted on your behalf by <br /> Raney Geotechnical Inc. (Raney) and has the following comments. <br /> Assessment of the area of a former underground storage tank (UST) was conducted at <br /> the above referenced site on October 20, 2005 and March 29, 2006. The investigation <br /> was conducted using a geoprobe direct push drilling rig; soil samples for analysis were <br /> collected from different depths and locations around the area of the former UST. <br /> SJC/EHD's role in these investigations was to issue the boring permit and conduct grout <br /> inspections. The work was being done in preparation for a property transfer and in <br /> speculation of the area being redeveloped for residential use. The former UST was <br /> removed in 1989. No records exist on the tank or the removal. The former UST was <br /> apparently a farm exempt tank and SJC/EHD permit and inspection were not required <br /> for removal. <br /> The reported results from the analysis of the soil samples indicated the extent of the <br /> petroleum hydrocarbon release is limited to the vicinity of the eastern end of the former <br /> UST, extending not more than 30 feet vertically and less than 10 feet laterally. In the <br /> PRP Raney proposes to remediate the remaining petroleum hydrocarbon impacted soil <br /> by conducting an overexcavation and removing it from the site. Soil samples for <br /> analysis of targeted contaminant constituents will be collected from the stockpiled soil <br /> prior to disposal, and from the bottom and sidewalls of the excavation <br /> Raney has indicated to SJC/EHD that you prefer oversight of this phase and scope of <br /> work concerning the former UST to be handled by our agency. SJC/EHD can provide <br /> oversight, billing for our time at the current hourly rate of$93.00 per hour, if this is how <br /> you wish to proceed. The billing party on record at the county for this site is Kimball Hills <br /> Homes. If this billing party is going to change a new Master File Record (MFR)form <br /> must be submitted, signed by the new billing party. <br />
