authorizes DTSC to enter into an enforceable agreement with Proponents to oversee the <br /> characterization and cleanup of a Site. <br /> 1.4 Purpose. The purpose of this Agreement is for the Proponent to complete a <br /> Preliminary Endangerment Assessment under the oversight of DTSC. The purpose of this <br /> Agreement is also for DTSC to obtain reimbursement from the Proponent for DTSC's <br /> oversight costs. <br /> II. BACKGROUND <br /> 2.1 Ownership. The Site is owned by Stan and Lorraine Cabral, 4204 North <br /> Sutter Street, Stockton, San Joaquin County, California 95204. <br /> 2.2 Substances Found at the Site. Reports containing the results of <br /> environmental media sampling conducted at the Site, indicate that isolated areas of the <br /> surface soil are contaminated with hazardous substances, including lead, arsenic and the <br /> organochlorine pesticides Dieldren and DDT. Elevated levels of petroleum hydrocarbons <br /> were also detected in the Site soils in the vicinity of a former 1,000-gallon underground <br /> storage tank (UST) which was removed from the property in 1989. The San Joaquin County <br /> Environmental Health Department (SCJ/EHD) will act as Lead Agency overseeing the <br /> proposed remediation of the former UST area by excavation and the off-site disposal of the <br /> associated contaminated soil. DTSC will coordinate with SCJ/EHD as appropriate to ensure <br /> the comprehensive investigation and remediation of the Site property. <br /> 2.2 Physical Description. The Site consists of an approximately 12.81 acre former <br /> orchard property located within an established residential neighborhood in the City of <br /> Stockton, San Joaquin County, California 95204. The majority of the Site property has been <br /> utilized as an orchard for more than 100 years. A number of single family residential <br /> dwellings and out buildings are located within the central portion of the Site along an access <br /> road that traverses the property. The Site property is bounded by the Calaveras River <br /> corridor to the north, an abandoned cherry orchard and vacant property to the east, a <br /> former railroad easement and residential property to the south.
