Product owners pick up their <br /> inventory at the Bradshaw truck rack for return to a refinery or transmix processing facility. <br /> 4) How is transmix at the Stockton facility mixed with pipeline fuel? <br /> A pipeline controller calculates the volume to be blended and through a Supervisory Control and Data <br /> Acquisition) SCADA system (control system) starts a blend pump which slowly injects transmix into the incoming <br /> pipeline stream. <br /> 5) What is the percentage of transmix mixed with the fuel? <br /> Transmix at Stockton is blended at a rate not to exceed one-quarter of one percent. <br /> 6) Provide documentation showing that the transmix can be added to fuel and include what type of fuel it can be <br /> added to. <br /> See attached CARB letter and attached Business Confidential Protocol Between Kinder Morgan Energy Partners, <br /> L.P. (Kinder Morgan and the California Air Resources Board (CARB). <br /> 7) On 4-7-2020, Ponder Environmental called the transmix a waste on a bill of lading while hauling it to the <br /> Bradshaw facility. Please explain why the transmix was called a waste for shipping if the facility views it as a <br /> product. <br /> The addition of the word "waste"was incorrectly added to the Bill of Lading. It has been corrected moving <br /> forward. <br />
