4.0 Response Teams Version :27.10.4 <br /> 14.5 UNIFIED COMMAND <br /> As a component of an ICS, the Unified Command (UC) is a structure that brings together the <br /> Incident Commanders of all major organizations involved in the incident to coordinate an <br /> effective response while still meeting their own responsibilities. The UC links the organizations <br /> responding to the incident and provides a forum for the Responsible Party and responding <br /> agencies to make consensus decisions. Under the UC, the various jurisdictions and/or <br /> agencies and responders may blend together throughout the organization to create an <br /> integrated response team. The ICS process requires the UC to set clear objectives to guide the <br /> on-scene response resources. <br /> Multiple jurisdictions may be involved in a response effort utilizing Unified Command. These <br /> jurisdictions could be represented by any combination of: <br /> . Geographic boundaries <br /> . Government levels <br /> . Functional responsibilities <br /> . Statutory responsibilities <br /> The participants of Unified Command for a specific incident will be determined taking into <br /> account the specifics of the incident and existing response plans and/or decisions reached <br /> during the initial meeting of the UC. The UC may change as an incident progress in order to <br /> account for changes in the situation. <br /> The UC is responsible for overall management of an incident. The UC directs incident activities <br /> and approves and releases resources. The UC structure is a vehicle for coordination, <br /> cooperation and communication which is essential to an effective response. <br /> UC representatives must be able to: <br /> • Agree on common incident objectives and priorities <br /> • Have the capability to sustain a 24-hour-7-day-a-week commitment to the incident <br /> • Have the authority to commit agency or company resources to the incident <br /> • Have the authority to spend agency or company funds <br /> • Agree on an incident response organization <br /> • Agree on the appropriate Command and General Staff assignments <br /> • Commit to speak with "one voice" through the Public Information Officer or Joint <br /> Information Center <br /> • Agree on logistical support procedures <br /> • Agree on cost-sharing procedures <br /> Shell Supply and Distribution 4-8 Stockton Terminal FRP <br /> ©2019 Witt O' Brien's Revision Date:October, 2019 <br />
