6.0 Impact Considerations Version :27.10.4 <br /> Planning Distance Calculation <br /> San Joaquin River is part of a Delta; the Delta is influenced by tidal action from the Pacific <br /> Ocean. <br /> As the area is tidally influenced, per 40 CFR Part 112.20, for non-persistent oils, i.e., <br /> gasoline, discharged into tidal waters, the planning distance is 5 miles from the facility down <br /> current during ebb tide and to the point of maximum tidal influence or 5 miles, whichever is <br /> less, during flood tide. For persistent oils, i.e., diesel, discharged into tidal waters, the <br /> planning distance is 15 miles from the facility down current during ebb tide and to the point of <br /> maximum tidal influence or 15 miles, whichever is less, during flood tide. <br /> Trajectory Analysis <br /> Oil spilled on water will react primarily to the effects of wind and current. The oil will tend to <br /> spread to a thin layer under the influence of gravity (primary) and chemical (secondary) <br /> forces. The following describes the behavior of oil on water: <br /> . Oil will move in the direction and at the rate of the current under negligible wind <br /> conditions. <br /> • Oil will move in the direction and at approximately 3.4 % of the velocity of the wind <br /> under negligible current conditions. <br /> . The combined effects of wind and current on the oil should be carefully analyzed. A <br /> method of vector analysis can be performed to determine the net direction of <br /> movement (wind forces can work in addition to, against, or in many other <br /> combinations with the current). <br /> . The primary method of surveillance for the Facility will be visual. Visual surveillance is <br /> not effective however in rain, fog, darkness, or heavy cloud cover.
