E.Training and Drills Version :27.10.4 <br /> E.1 GENERAL TRAINING <br /> The Facility personnel are instructed in the operation and maintenance of equipment at the <br /> Facility. The instruction includes the prevention of discharges, spills, or releases of oil, <br /> standard housekeeping, Best Management Practices (BMPs) measures, applicable pollution <br /> control regulations and the contents of the Facility SPCC/FRP Plan. No person is allowed to <br /> operate equipment or receive products at the Facility until he or she is thoroughly trained and <br /> has demonstrated an ability to handle the assignments. The training received by all <br /> personnel including classroom instruction, safety and environmental briefings, on-the-job <br /> training with a supervisor, periodic formal reviews of the operating instructions and <br /> procedures used at the Facility are maintained as part of their personnel records. All <br /> personnel are instructed when new procedures are introduced or when any procedures are <br /> modified. Training and retraining is also performed when new equipment is introduced in the <br /> Facility. In addition to the Facility training, Facility operations personnel within the Facility have <br /> received HAZWOPER training. All Terminal Operators have received, at minimum, first <br /> responder-operations level training, too. These training's and familiarization of the plan <br /> allow/give site personnel the ability to implement the plan as necessary. <br /> OSRP Specific Training in addition to national PREP standards: <br /> • Notification procedures shall be exercised quarterly for the Qualified Individual (QI), <br /> marine facility personnel, the Oil Spill Response Organization (OSRO) and the Spill <br /> Management Team (SMT) <br /> . Shoreline protection strategies shall be exercised as described in Subsection 820.01 <br /> (b) below. <br /> . An OSRO field equipment deployment drill for on-water recovery shall each be <br /> conducted at least once every three years. <br /> .
