E.Training and Drills Version :27.10.4 <br /> E.3 RESPONSE TEAM TRAINING <br /> Response Team <br /> Shell requires that all response personnel, including contractors and casual labor, have the <br /> appropriate training necessary to serve on a response team during an emergency. Local <br /> team members will receive training in the Facility Response Plan. Each Local Response <br /> Team Member should review the Facility Response Plan whenever the Member's job <br /> position or responsibilities change under the Plan. A copy of this Plan will be available at all <br /> times to Team Members. <br /> Qualified Individuals <br /> Persons designated in the Plan as Qualified Individuals (QI's) have received the necessary <br /> training required to fulfill their responsibilities as described in Section 4.2. <br /> Various training programs are in place to furnish these Qualified Individuals with required <br /> training. <br /> Qualified Individual personnel are provided general information regarding the background and <br /> requirements of OPA 90 and the contents/purpose of the Facility Response Plan. These <br /> individuals may also be assigned other responsibilities within the response, such as Incident <br /> Commander, and will receive additional training for those roles, as required. <br /> Additional personnel will receive the same training and will act as alternates to ensure 24 <br /> hour availability. <br /> Incident Management Team (IMT) <br /> Assigned IMT team members will receive ICS training and may also receive supplemental <br /> training in other related general topics. <br /> Incident Commander: IC is trained to assume control of an incident. Training includes the <br /> Company's Incident Command System, how to implement the Facility Response Plan, the <br /> associated risks of employees working in chemical protective clothing, decontamination <br /> procedures, how to implement the local emergency response plan, and knowledge of the <br /> state emergency response plan and of the Federal Regional Response Team. <br /> Other Response Support <br /> Personnel from other aspects of the Response Team can be made available depending on <br /> the spill event. <br /> Other personnel whose skills are needed temporarily to perform immediate emergency <br /> support work (such as dump truck drivers and crane operators) are not required to meet the <br /> training requirements discussed above. However, these personnel must be briefed on the <br /> potential hazards and the duties to be performed at the site before participating in response <br /> operations.
