2-020 -A Site Strategy- San Joaquin River, Stockton to Lathrop Reach 2-020 -A <br /> County and Thomas Guide Location NOAA CHART Latitude N Longitude W <br /> SF Bay and Delt San Joaquin 18661 SACRAMENTO/SAN JOAQUIN RIVER 3757 121 20.2 <br /> CONCERNS and ADVICE to RESPONDERS: fast Page update: 7n/2005 <br /> Prime concern is to prevent oil from entering the river from the ship channel. Once oil is in this long river reach,there is <br /> concern for toxicity to fish in the river and oiling of shrub and marsh growths and, secondarily, oil getting into riprap and <br /> animal burrows. If oil originates in the reach,try to confine it to the main channel and collect it with shore side collection <br /> and skimming. <br /> HAZARDS and RESTRICTIONS: <br /> Beware of ship traffic and wharf equipment operations at mouth.Aerial traffic beware of power wires. Note pipeline <br /> crossings under SJR just upstream from Harbor. River has many shallows, snags and pilings. <br /> SITE STRATEGIES <br /> Strategy 2-020.1 Objective: Divert/Exclude/Contain/Collect boom at mouth of San Joaquin at Stockton Harbor <br /> entrance(SAME AS 2-010.2 Stockton Harbor <br /> See 2-010.2 Strategy <br /> Set 4X4+ boom from dolphin southwest of Wharf 9 diagonally across river mouth to channel side of Rough and <br /> Ready Island. Anchor to keep a long diagonal downstream. Collect oil in San Joaquin from eddy at tip of Rough <br /> and Ready Island and oil from harbor from east side land sites near dolphin. (This is the same as 2-010.2 <br /> Stockton Harbor.). Use 50ft of Oil Snare (OS), 1 00f of sorbent boom to collect oil that may accumulate. Contac <br /> IC if oil accumulates in skimmable quantities. <br /> Strategy 2-020.2 Objective: diversion to shore collection and protective boom for marshy/riparian exposures. <br /> As opportunity permits, set 4X4+ boom across river at a diagonal to drive oil to shore for collection. Protect <br /> marsh and emergent vegetation with sorbent boom as necessary. Use 50ft of Oil Snare (OS), 1 00f of sorbent <br /> boom to collect oil that may accumulate. Contact IC if oil accumulates in skimmable quantities. <br /> Strategy 2-020.3 Objective: Oil Recovery by skimming <br /> Deploy skimmers when oil accumulates in skimmable quantities. Levee and <br /> wharves at mouth are accessible via surface streets off of 1-5 exits north and south of harbor.Along the remainder of the <br /> site are levee roads accessible from Roberts Island via Hwy 4. Site is from intersection of San Joaquin River and Deep <br /> Water Channel at the Port of Stockton (R 48)up river to south 17 miles to 1-5 at Mossdale. <br /> LAND ACCESS: PAVED AND UNPAVED LEVEE ROADS <br /> WATER LOGISTICS: SHALLOWER IN SJR <br /> Limitations:depth,obstruction <br /> Launching, Loading, Docking Stockton harbor area marina facilities. <br /> and Services Available: <br /> FACILITIES,STAGING AREAS,POSSIBLE FIELD POSTS AND EQUIPMENT AVAILABLE: <br /> South wharves (or north levee road)is a ready deployment site with good access at mouth.
