Glossary and Acronyms Version :27.10.4 <br /> Tidal Current Tables: Tables which contain the predicted times and heights of the high and low <br /> waters for each day of the year for designated areas. <br /> Trajectory Analysis: Estimates made concerning spill size, location, and movement through aerial <br /> surveillance or computer models. <br /> Transfer: Any movement of oil to, from, or within a vessel by means of pumping, gravitation, or <br /> displacement. <br /> Trustee: Means an official of a federal natural resources management agency designated in <br /> subpart G of the NCP or a designated state official or Indian tribe or, in the case of discharges <br /> covered by the OPA, a foreign government official, who may pursue claims for damages under <br /> section 1006 of the OPA. <br /> Underwriter: An insurer, a surety company, a guarantor, or any other person, other than an owner <br /> or operator of a vessel or facility, that undertakes to pay all or part of the liability of an owner or <br /> operator. <br /> Unified Command: The method by which local, state, and federal agencies and the responsible <br /> party will work with the Incident Commander to: <br /> • Determine their roles and responsibilities for a given incident. <br /> • Determine their overall objectives for management of an incident. <br /> . Select a strategy to achieve agreed-upon objectives. <br /> . Deploy resources to achieve agreed-upon objectives. <br /> Unified or Coordinated Command Meeting: Held to obtain agreement on strategic objectives and <br /> response priorities; review tactical strategies; engage in joint planning, integrate response <br /> operations; maximize use of resources; and minimize resolve conflicts. <br /> Volunteers: An individual who donates their services or time without receiving monetary <br /> compensation. <br /> Waste: Oil or contaminated soil, debris, and other substances removed from coastal waters and <br /> adjacent waters, shorelines, estuaries, tidal flats, beaches, or marshes in response to an <br /> unauthorized discharge. Waste means any solid, liquid, or other material intended to be disposed of <br /> or discarded and generated as a result of an unauthorized discharge of oil.
