Regulatory Cross Reference Version :27.10.4 CALIFORNIA •DOF • DIVISIONTITLE 14 • • • • BRIEF DESCRIPTION LOCATION IN PLAN 820.01 Drills and Exercises ----- 820.01(a) Drills and Exercises shall be designed to exercise either portions of App. D the contingency plans or the entire plan. 820.01(a)(1) For marine facilities: ----- 820.01(a)(1)(A) 1. A tabletop exercise, announced or unannounced, of the SMT(s). App. D 2. Any number of objectives may be tested during the required exercises. 3. Over a 3 year period, all objectives as described in Subsection (e) are to be tested to comply with this section. 4. For those objectives not successfully tested, the Administrator may require an additional exercise within 6 months of the drill/exercise's completion. 820.01(a)(1)(B) Notification procedures shall be exercised quarterly for the QI, App. D marine facility personnel, the OSRO and the SMT. 820.01(a)(1)(C) Semi-annual equipment deployment drills shall be conducted to App. D test the deployment of facility-owned equipment. 820.01(a)(1)(D) Shoreline protection strategies shall be exercised as described in App. I Subsection 820.01(b) below. 820.01(a)(1)(E) An OSRO field equipment deployment drill for on-water recovery App. I shall each be conducted at least once every three years. 820.01(a)(1)(F) Plan Holder shall maintain adequate records of drills and exercises, App. D for a period of three years, to include records of any drills and exercises of the facility and resources identified in the contingency plan. 820.01(a)(1)(G) All other local, state, and federal laws, regulations and permitting App. D requirements must be complied with as part of the drill planning and implementation. 820.01(b) Shoreline Protection Strategies for Sensitive Sites ----- 820.01(b)(1) Marine facility Plan Holders are required to drill shoreline protection App. I response strategies for the ACP-listed sensitive sites within the area identified in their Contingency Plan as impacted. 820.01(b)(2) Vessel Plan Holders... N/A 820.01(b)(3) Plan Holders are required to demonstrate to the Administrator that App. I these areas have been drilled, either with Plan Holder-owned equipment or through an OSRO Rated for Shoreline Protection services under contract with the Plan Holder. 820.01(c) The Administrator, in addition to the requirements contained in this App. I Section, may call a drill or exercise, or conduct an inspection, to validate all or part of a contingency plan. 820.01(d) To receive credit from the Office of Spill Prevention and Response App. G (OSPR)for an exercise, the following requirements must be met: 820.01(d)(1) The Plan Holder shall invite the Administrator to participate in both App. I the equipment deployment drills and the Spill Management Team tabletop exercises by submitting written notice to the Administrator.
